You can transplant in the heat of summer, as long as you adequately protect the plants from sun, and make sure they are kept moist. The sun is so intense here, that it will quickly fry plants even if they are well watered. These lamb's ears (Stachys lanata 'Silver Carpet') were from a single clump that I divided to replace the heuchera and campanula that rotted when the rains came. The heuchs were so used to dry that when they got drenched, they just rotted, and the blazing sun fried the leaves.
